2 years for new technique?!?!

Hi again everyone.
I was surfing the forum a few days ago, and came across someone's post claiming that it takes two years to be able to utilize a new technique. No wonder I can't speed pick and sweep pick on command! Hehe.
Anyone have any thoughts on the subject?

I find 2 years to be a short amount of time.
I usually feel comfortable with a new technique
within 5 years. I tried one technique for 19 years
before I decided it wasnt quite working.
